San Francisco's Treasure Island Plan

Water Ferry Dock
The prosed project apparently includes a public transportation ferry terminal that presumably would connect to other public water transportation facilities in the Bay Area.
(Excerpt) "The current plan, which includes one parking spot per residential unit, doesn't do enough to encourage residents to take public transportation, said Michelle Myers, a spokeswoman for the Sierra Club's San Francisco Bay chapter.

'We're certainly not against the project, but it needs to be true transit-oriented development'..."
Question for Blog Readers: If the residents of Treasure Island are limited to one parking space per residential unit, will they be reasonably encouraged to use the water ferry and other public transportation? Should privately owned vehicles be further restricted on the island?
