This is a road sign that you might see turned out to warn traffic near the snow line along any number of California roads. A California Highway Patrol vehicle may be parked nearby. The citizen’s vehicles stopped at a turnout near this road sign are probably installing snow chains on their tires for increased traction in the conditions ahead.
